Inside the Administration’s Spring 2014 Regulatory Agenda
For the fourth consecutive edition, the administration released its Unified Agenda of regulation immediately before a holiday weekend. The previous iterations were issued right before Thanksgiving, July 3, and before Christmas. Like previous editions, there are few new revelations in the agenda, but there are still notable regulations and target dates for finalizing significant measures. The American Action Forum (AAF) found this agenda could impose $126 billion in total possible costs.
The administration listed 19 new “major” regulations, including two significant energy efficiency standards and a second round of greenhouse gas standards for heavy-duty vehicles and engines.
The Environmental Protection Agency (EPA) listed 23 rulemakings not previously published, including “Startup Shutdown Reconsideration” for its Utility MACT rule and a firm December 2014 date for proposing new ozone standards.
It appears June 2014 will be a busy month for significant regulation. The administration plans to publish final calorie labeling requirements for restaurants and vending machines and greenhouse gas guidelines for existing stationary sources.

Total Possible Cost: $126.5 Billion
The possible cost of $126 billion is based on proposed rule estimates for pending rulemakings. The American Action Forum omitted possible costs of rules that have not yet been published. Obviously, these burdens are based on how quickly, or slowly, the administration releases new regulations. The administration is on pace for approximately $130 billion in regulatory costs for 2014, so the figures in this Unified Agenda could prove to be accurate.
