New regulations stemming from the Patient Protection and Affordable Care Act (PPACA) have created a paperwork burden totaling more than 30 million work hours at a compliance cost of over $9.1 billion to the private sector and $2.2 billion to state governments.  It has become clear since the law’s passage that many of these new regulations come at too great a cost and fail to appropriately address the geographic variations in healthcare needs across the country.
