Obama Ducks War Powers Act. President Obama refused to comment on the constitutionality of War Powers Resolution, and declined to speak to the Administration’s failure to consult with Congress on Libya. Instead, he recycled comments about the limited scope of the operation, the lack of American boots on the ground, and the absence of any U.S. casualties.  Of course the War Powers Resolution references none of these conditions.
