A wide variety of policymakers have recognized the need for reform of the corporation income tax, including the Obama Administration, the leadership of the Senate Finance Committee and the House Ways and Means Committee, the Simpson-Bowles Commission and “Gang of Six.” The U.S. corporate tax rate is one of the highest in the world, and it is becoming increasingly evident that workers, as opposed to consumers or shareholders, bear most of the burden of a high corporate tax.
