William D. “Bill” Hansen is the President and CEO of the Madison Education Group LLC. Bill is recognized as a national leader in the education sector, having served 15 years in the federal government as well as 15 years in the business and corporate sectors. He has vast experience in both the K12 and higher education markets in both the public and private sectors.
From July 2009 to July 2011, Hansen served as President and subsequently as Chairman of Scantron Corporation and Global Scholar where he assumed the top leadership position of the well-known international provider of assessment and survey solutions. Scantron/Global Scholar is a subsidiary of Harland Clarke Holdings, whose ultimate parent company is M & F Worldwide Corp. (NYSE: MFW). For more than 30 years, Scantron/Global Scholar has helped education, commercial and government organizations worldwide measure and improve effectiveness with assessment, data management and survey solutions. It is best known for its pioneering and exceptional products and services that allow the rapid, accurate and reliable capture of student performance data. With the acquisitions of Global Scholar and Spectrum K12, the company offers a comprehensive online solution which is one of the industry’s most innovative and effective approaches for making data-informed instruction decisions. Approximately 80 percent of schools in the United States use Scantron/Global Scholar products. The brand is also visible in 63 countries, with 15 Ministries of Education throughout the world using Scantron solutions for their national assessment programs.
In the fall of 2005, Hansen joined former Education Secretary Rod Paige as a founding partner of The Chartwell Education Group, LLC. Chartwell creates proven, comprehensive, results oriented solutions for the pre-k, primary, secondary and postsecondary sectors. Bill stepped down as President of Chartwell in July 2009.
Prior to founding Chartwell, Hansen served as the Senior Vice President and Managing Director of Affiliated Computer Services’ (ACS) State and Local Solutions Education Services Business. ACS is a Fortune 500 company that provides technology and business process outsourcing solutions to commercial and government clients.
From 2001 to 2003, Hansen served as the United States Deputy Secretary of Education. In this post, he served as the Department of Education’s (ED) chief operating officer where he managed 5,000 employees and administered a $100 billion annual budget. He played a key leadership role in the development and implementation of the landmark No Child Left Behind Act. He was recognized for his significant management accomplishments which included earning the first independent clean financial audit in ED’s history and achieving the highest ratings from OMB for the effective implementation of the President’s Management Agenda. The President nominated Hansen to be the Deputy Secretary of Education in March 2001 and was unanimously confirmed by the United States Senate. During the preceding months, Hansen served as the ED transition team director for the Bush-Cheney Transition.
From 1993 to 2001, Bill served as the President of the Education Finance Council, which works to expand postsecondary educational opportunities for students. He led the student loan community in developing innovations that made college more affordable for millions of students through financial and technological initiatives. During this time he also served on several state and national boards and commissions on reforming elementary and secondary schools and increasing access to higher education, including the National Commission on the Cost of Higher Education, the Virginia Champion Schools Commission, the Virginia Commission on the Future of Public Education, the Virginia Business-Education Partnership Commission, and the Virginia School to Work Commission.
From 1991 to 1993, Bill was ED’s Assistant Secretary for Management and Budget and CFO. He was nominated to this post by the President and was unanimously confirmed by the United States Senate. From 1990 to 1991, he served as ED’s acting Assistant Secretary for Legislation and Congressional Affairs and acting Deputy Under Secretary for Planning, Budget and Evaluation. From 1988 to 1989, he served as the Deputy Director of Public Affairs at the Department of Commerce and then headed the transition activities for the Under Secretary at the Department of Energy. Hansen, who first joined ED in 1981 as a legislative assistant, later served as Deputy Assistant Secretary for Elementary and Secondary Education.
Bill serves on several corporate boards including the First Marblehead Corporation, the Student Loan Finance Corporation, and CollegeNet. He serves on the corporate advisory boards for Parthenon Capital, Mondo Publishing, Education Dynamics, and the Education Management Corporation. Hansen is a board member at the Curry School of Education at the University of Virginia and Argosy University and serves on the advisory boards at Brigham Young University – Idaho, the George W. Romney Institute of Public Management at BYU, Southern Virginia University, and Bahcesehir University in Istanbul, Turkey. In addition, he serves as a board member for several non-profit organizations including The Education Sector, Reading is Fundamental, the National Guard Youth Foundation, and ThanksUSA. He formerly served as a board member for the University of Phoenix, the California Higher Education Loan Authority (Chela Financial), The College Access Foundation of California, and the National Student Clearinghouse.
Bill is a native of Pocatello, Idaho. He attended Idaho State University and earned a B.S. degree in economics from George Mason University in Fairfax, Virginia. In 2003, Bill received the Distinguished Alumni Award from ISU. He and his wife, Kasi, live in McLean, Virginia and are the parents of six children and are grandparents of two children.
